EUSR CSCS Card Changes – What You Need to Know

If you work across utilities, power, water, gas or infrastructure, changes to EUSR CSCS cards are already being introduced, with the new process taking full effect from 1 October 2026.

What's changing?

From 1 October 2026, completing SHEA will no longer automatically provide an EUSR CSCS Green Labourer card.

SHEA will continue to demonstrate your health and safety knowledge, but workers requiring access to construction sites will also need the correct EUSR CSCS card for the job they actually perform.

Put simply:

SHEA = Health & SafetyEUSR CSCS Card = Your role and competence

What card will I need?

If you're genuinely working as a labourer, EUSR has introduced the new Utilities Labourer card, which is valid for five years.

Skilled workers will need the appropriate card for their occupation. Different routes are also available for Apprentices, Trainees and Experienced Workers who are working towards the required qualifications.

This can apply to workers across Power & Energy, Gas, Water, Telecommunications, Drainage, Civils and Infrastructure.

What about my existing card?

Don't panic.

If you already hold a valid EUSR CSCS Green Labourer card, the changes don't automatically make it invalid on 1 October. Existing valid cards can continue to be accepted until their expiry date.

The key thing when applying for or renewing a card is to make sure you have the right card for the work you're actually doing.
